The Minnesota Legislature enacted legislation in 1991 authorizing the formation of charter schools. Each charter
school is governed by a publicly elected board of directors. Charter school boards are the entity that is legally charged with governing a charter school, and are ultimately responsible to its community. They govern by adopting a mission, vision, goals and policies.
School board members are elected to two-year terms except the community board member who is elected to a one-year term. Terms are staggered to ensure continuity of leadership. School constituents elect four board members in even-year elections and five board members in odd-year elections. The Executive Director and Chief Finance Officer are ex officio members of the board without voting rights.
